Where does water usually gather first during rain and floods?

Water typically gathers on the outside lanes during rain and floods due to the design and grading of road surfaces. Roads are generally constructed with a slight slope towards the sides to promote drainage. As rain falls, the water naturally flows away from the center of the road, where the surface is slightly elevated, and pools in the gutters and ditches located along the edges. This design helps to minimize the amount of water that collects on the roadway itself and promotes quicker runoff.

While water can gather in the middle lanes, especially if drainage systems are inadequate, it is more common for it to accumulate in the outside lanes where the natural slope leads it. Tunnels and hilly terrains can also have their unique drainage challenges, but the primary gathering place during typical rain situations remains the outer edges of the roadway.
